About participation in a seminar "Development of a technique of formation of estimated cost of construction of facilities by a resource method"

Within the Plan for professional development of staff of RSE branch of "Gosexpertiza" for the Aktyubinsk area for 2015, the specialist in monitoring of the prices in construction of production department Sagintayeva Zh.K. participated in a seminar on the subject "Development of a technique of formation of estimated cost of construction of facilities by a resource method", organized and carried out on October 26-30, 2015 by “Inkom” LLP to Almaty.
Under the leadership of developers of system of ABS of Izatov V.A. (theoretical part) and Smooth L.V. (practical part) at a seminar highlights of formation of estimated cost of objects were considered by a resource method.
Resource method - a method of determination of cost of construction production by accounting in the current prices and tariffs of elements of expenses (resources) necessary for implementation of the project.
Calculation is conducted on the basis of the need for materials, products, designs, data on distances and ways of their delivery to a site expressed in natural measuring instruments, an expense of energy carriers on the technological purposes, time of operation of construction cars and their structure, expenses of work of workers. The specified resources are allocated from composition of design materials, various standard and other sources.
The main questions of a seminar included: reforming of pricing in construction, transition to a resource method of pricing of construction production; requirements of system of methodical documents of pricing in construction; features of structure, structure and the organization of resource budget regulatory base of the Republic of Kazakhstan, system of the coding and use of new budget regulatory base in ABC-4, the comparative analysis of the operating budget regulatory base of RK and RSNB-2015; the overhead costs and expenses connected with solutions of POS, costs of temporary buildings and constructions, additional expenses in winter time; a technique and features of converting of earlier executed estimates in base of 2001; ABC-CMP subsystem, application of the program complexes "ADC-examination", "ABC-Akkord"; the ABC new technologies, use of BIM models for formation of the budget and economic section.
Upon termination of seminar Sagintayeva Zh.K. received the Certificate on passing professional development.
