Interstate expertise of projects
In accordance with the Agreement on interstate expertise of the construction projects, which are of mutual interest for the country-members of the Commonwealth of Independent States (CIS) signed by 11 CIS countries including the Republic of Kazakhstan on 13 January 1999, the Parties conduct the interstate expertise of construction facilities.
According to articles 2, 3, 4 of the specified Agreement and “Regulation on conducting the interstate expertise of projects” approved by the specified Agreement, a Party, on the territory of which a construction project is implemented, independently takes a decision on conducting the interstate expertise.
Expert agencies (authorized legal entities) of the concerned parties form the interstate expert group for each facility and the basic expert agency (entity) is the agency (entity) of the Party, on the territory of which the implementation of the construction project of mutual interest is stipulated.
In case of the implementation of a construction project on the territory of two and more Parties, the basic expert agency (entity) is determined by the mutual agreement of the Parties.
The consolidated conclusion prepared by the interstate expert group is approved by the head of the central agency of the state construction administration, under which the basic expert agency (entity) is created, with the coordination with the managers of the central agencies of the state construction administration of the concerned Parties.
In order to improve the expert activity in the Republic of Kazakhstan, RSE "Gosexpertiza" conducts constant work for the development of international cooperation in the sphere of the expertise of projects for construction with foreign countries.
Within the activity of the Interstate Council for cooperation in the construction activity of CIS countries, RSE "Gosexpertiza" is a member of the Commission for interstate expertise of the projects, which represent mutual interest for the countries of the Commonwealth, and constantly takes part in the Commission’s work and is in constant contact with the Central State Expertise of Russia.
For the convergence of legislative and normative acts, exchange of normative legal documents and state standards, as well as methodical materials, is conducted in the area of the expert activity. In 2004 the design parameters of the detailed design "Capital Centre" in Almaty City" were considered with the attraction of the experts from the Central State Expertise of Russia and specialists of State Unitary Enterprise "Central Scientific Research Institute of Constructional Structures" named after V.Kucherenko (Moscow).
RSE "Gosexpertiza" also took part in the meeting of the Intergovernmental Council for cooperation in constructional activity of CIS countries (Minsk City), which discussed the problematic issues of urban planning, architecture and construction including the experience in designing and construction of high-rise buildings (above 25 floors), as well as ways to improve the normative base.
